2NEWS WBRZ reported on March 27 1997, a barge holding the chemical benzene spilled, causing a shelter in place order to be issued from the Mayor’s Office. State employees at the Capitol Building were sent home and roads were closed. A tugboat worker guiding barges around the spill was rushed from the scene after being overcome with fumes.
